With a deep conviction for the need to strengthen communities and support families by providing safe, decent housing, Vicky Rodriguez has spent almost 20 years in the field of affordable housing development. Working her way up through the ranks at Jamboree, she developed expertise as a Senior Project Manager, Director of Policy, and then Senior Director.  Vicky has overseen the production of more than 1,400 units of affordable housing and secured more than $530 million in financing for these developments. In her role as Vice President of Development for Jamboree, Vicky oversees all facets of development and financing from predevelopment through lease-up.  

Vicky is the in-house expert for one of Jamboree's largest funding sources – tax credits via the California Tax Credit Allocation Committee (TCAC). She secured one of the very first loans issued by the Strategic Growth Council’s Affordable Housing and Sustainable Communities Program, which awards competitive grants and loans from the proceeds of the state’s greenhouse gas reduction fund. Her development of West Gateway Place in West Sacramento was the first property to break ground and to be completed in California with funds from this program and was also Jamboree's first new construction project in Northern California. Vicky also secured entitlements and funding for Jamboree’s first new construction project in San Diego County, which is slated to be completed in Spring 2023,  and secured over $17.5MM in grant funding for Orange County from Governor Newsom’s nation-leading homeless housing initiative, State HCD Homekey Round 1 to convert underutilized motels to permanent supportive housing.

Vicky firmly believes that partnerships with community members, key stakeholders, design partners, and lenders/investors are critical to getting affordable housing built. Time and again, her collaborative approach alongside partners with competing interests creates shared goals that produce more quality housing for the long-term.

Vicky holds a bachelor’s degree in history and Chicana/o studies and a master’s degree in urban planning from the University of California, Los Angeles. As a long-time resident of Anaheim – and a firm believer that all politics are local – she served on the City of Anaheim’s planning commission from 2008 to 2016 and the City’s public utilities board. Vicky enjoys listening to lullabies with her daughter and working on jigsaw puzzles with her husband.
