As Jamboree’s Vice President of Construction, Steven Rhodes brings over 35 years of leadership in multifamily residential development, overseeing projects from concept to completion with a focus on quality, efficiency, and collaboration. He manages all aspects of construction, including preconstruction planning, budgeting, scheduling, procurement, and delivery, ensuring developments are completed on time and within budget.

Steven has held senior roles with leading real estate and construction firms. As Senior Vice President at Carmel Partners, he oversaw preconstruction, estimating, and construction for Northern California and the Pacific Northwest, delivering more than 2,200 units across high-rise, podium, wrap, and renovation projects, while implementing cost-control systems and maintaining strong safety records.

As President of Mill Creek Residential’s Southern California region, he directed the design and construction of luxury multifamily communities, managing over 700 units and $125 million in hard costs, building strong subcontractor partnerships, and enhancing quality, safety, and operational consistency.

At Trammell Crow Residential, Steven served as President and Vice President, launching the construction division and delivering more than 2,300 units totaling 2.6 million square feet. His early career included leadership roles with Dreyfuss Construction, Condon-Johnson & Associates, Morley Builders, and Tutor Saliba.

Steven holds an MBA from the University of Southern California, a BS in Civil Engineering from San Diego State University, and a BA in History from St. Lawrence University. A licensed California contractor and member of the Building Industry Association, he is committed to advancing innovative construction practices and building communities that enhance residents’ quality of life.
